EXECUTIVE DIRECTIVE: # 09 – 15
This Executive Directive presents a change in the administrative procedures for Policy 04-01-106, “Gateage, Interstate Compact Fees and Transportation Fees.” This Executive Directive is applicable to all facilities, both adult and juvenile, and shall be effective for any offenders released on or after March 15, 2009.
Effective with offenders being released on or after March 15, 2009, the maximum amount of gateage that an offender may receive shall be reduced from $ 75.00 to $ 50.00. This reduction in the maximum amount of gateage that will be offered is an effort to reduce the burden on Hoosier taxpayers.
Facilities shall continue to determine the gateage provided to an offender as indicated in the administrative procedures for Policy 04-01-106. However, rather than considering the level of gateage at $ 75.00, staff will now base gateage on the $ 50.00 level. Offenders who have $ 50.00 or more in their Inmate trust Fund accounts when gateage is determined shall not be eligible for any gateage. Those offenders with less than $ 50.00 in their Trust Fund accounts on the date that gateage is determined shall be given the difference between the amount in the Trust Fund account and $ 50.00.
Offender accounts shall be reviewed in all facilities, with the exception of Community Re-Entry Centers, approximately 180 days prior to the offender’s projected release date. In Community Re-Entry Centers, gateage shall be determined approximately 45 days prior to the offender’s projected release date. Juvenile facilities shall continue to determine gateage as provided in the administrative procedures.
Additionally, in the adult facilities, during the preparation and reviews of the Financial Accountability Plan as presented in Executive Directive: # 08-60, staff shall emphasize to the offender the need to plan and prepare for his/her eventual release, including saving as much as possible to assist the offender in meeting his/her immediate needs upon release. Offenders shall be advised that they need to set aside a portion of any funds to help meet their needs upon release as the amount of gateage has been reduced.
In addition to the changes regarding gateage, effective March 15, 2009, all offenders who are being released from the Department shall be offered a sack meal so that they will have a meal during their transportation to their approved destination. ARAMARK shall prepare sack lunches of non-perishable items that shall be made available to the offender when the offender leaves the facility. This may include preparing a sack meal the day before the offender’s release to accommodate those offenders whose family or friends pick them up prior to 6:00 a.m. Sack

lunches that are prepared and not provided to offenders being released may be given to offenders on work crews or other situations where the offender is provided a sack meal.
The changes in this Executive Directive will be incorporated into the administrative procedures for Policy 04-01-106 during their next review and revision.
Please ensure that staff and offenders are made aware of this Executive Directive and the changes presented in it.
