One of the Agency’s top priorities and commitments is in refining and enhancing the services provided to the adjudicated youth entrusted to our care. As Commissioner, I am proud to announce several appointments, effective Monday May 18, 2009, that will enhance leadership, programming, and reentry for youth.
Please join me in congratulating these staff and providing them full support in their future endeavors as they assume their new and vital duties within the Department’s new Division of Youth Services.
Michael Dempsey, Superintendent of the Pendleton Juvenile Facility will assume the duties as Executive Director of the Agency’s Division of Youth Services. Mr. Dempsey began his assignment with the Indiana Department of Correction as Superintendent of the Pendleton Juvenile Correctional Facility in June 2006. Prior to moving to Indiana, Mr. Dempsey served as the Superintendent of the Kansas Juvenile Correctional Complex for approximately two and a half years. He began his career in corrections with the Missouri Department of Corrections, starting as a Corrections Officer at the Missouri State Penitentiary in 1985. Since that time, Mr. Dempsey has held positions as a Correctional Sergeant, Lieutenant, Captain and Major. He has also held positions as Correctional Training Officer, Internal Affairs Investigator, Assistant Superintendent and Associate Superintendent. Mr. Dempsey holds a Bachelor of Science degree in Public Administration and Criminal Justice and has been actively involved with the American Correctional Association (ACA) as a member and certified auditor. He has also been involved with the Counsel of Juvenile Correctional Administrators, working with the Performance-based Standards which are now being implemented in all of our Juvenile Correctional Facilities.
Kellie Whitcomb, Executive Director of Juvenile Services will assume her new role as the Division of Youth Services Director of Reentry and External Relations. Ms. Whitcomb has extensive service with the State of Indiana working both with FSSA and the Department of Corrections. Kellie previously served as the Superintendent of the Logansport Juvenile Facility. Director Whitcomb’s many years of service with both FSSA and the DOC will create a strong bond from facility to community within the DYS for the youth that we serve.
Linda Commons, Assistant Superintendent of the Pendleton Juvenile Facility, will assume the duties as Superintendent at that facility. Mrs. Commons began her career in corrections in 1988 with the Marion Superior Court Juvenile Division as a juvenile probation officer with promotion to Director of Hiring and Training in 1990. She joined the IDOC in 1992 with Staff Development and Training where she worked to develop the Juvenile Training Academy. Mrs. Commons has served in Central Officer as Director of Case Management, Assistant Superintendent at Logansport and Pendleton Juvenile and Superintendent at Camp Summit and Plainfield Juvenile. Linda earned a B.S. in Criminal Justice; 1988 Indiana University at Indianapolis and a M.S. Management; 2005 Oakland City University.
Keith Butts, Assistant Director of Operations, Staff Development Emergency Response, will assume duties as Assistant Superintendent at the Pendleton Juvenile Facility. Mr. Butts has served as interim Assistant Superintendent at the facility for the past 4 months. Keith began employment with the DOC at Rockville Juvenile training center July 1979 as a correctional officer. Mr. Butts has faithfully served the Agency at Putnamville, the Indiana Youth Center, Central Officer as Internal Affairs Investigator, Reception Diagnostic Center, and at Pendleton Correctional Facility where he served as both the Executive Assistant and Asst. Superintendent of Operations. Mr. Butts has served in a wide breadth of positions throughout his 30 year career.
