It is with great pleasure that I announce new assignments within the leadership ranks of the Agency that will enhance our overall success; specifically in the Parole Division as well as the Department’s statutory oversight of Indiana Jails and liaison with Hoosier Sheriffs.
Please join me and Deputy Commissioner Koester in congratulating Steve Keever as he assumes his new duties as the Interim Director of Parole & Release Services. Director Keever has served in many capacities with the Division of Parole since 1976 after commencing his career as a Correctional Officer in 1975. From Parole Agent, District Supervisor, and Assistant Director of Parole, Steve’s professionalism, outstanding qualifications, and experience equip him well as he leads Parole. Director Keever will additionally provide personal oversight over the Northern Parole Region. A native of Fort Wayne Steve enlisted in the United States Army immediately after High School and served in Vietnam with the 5th Special Forces Group. He holds a BS in Criminal Justice & Corrections from Ball State. Director Keever and his wife have been married for over 30 years and have 2 daughters and a granddaughter.
Please join me and Deputy Commissioner Knight in congratulating Ken Whipker as he assumes his new duties as Executive Liaison, Sheriff and County Jail Operations. In this position Mr. Whipker will oversee all statutory Jail & County Detention Facility Auditing and other related Jail Operations and serve as the Agency Liaison to Indiana’s Sheriffs. Ken most recently served as the Department’s Director of Parole. Prior to joining the DOC Ken worked with the Bartholomew County Sheriff’s Office from May 1980 through April 2007; he served two full terms as Sheriff. Additionally he served as a Jail Officer, Patrol Officer, Sergeant, Lieutenant, Captain and Chief Deputy. He is a graduate of the FBI National Academy Class 166. Sergeant Major Whipker served with the Indiana Army National Guard from 1976 until his retirement in 2002. He holds Bachelors in Management from Indiana Wesleyan University and a Masters in Management form Oakland City University. Ken serves as an adjunct professor at both Ivy Tech and the University of Indianapolis.
Please join me and Deputy Commissioner Koester in congratulating John Markham in his increased duties as the Assistant Director of Parole & Release Services. Markham was appointed District Supervisor of the Evansville Parole Office in August 1995. Previously, he served five years as a Parole Agent within the Evansville District. Prior to beginning his career with the IDOC 19 years ago, he worked for the Vanderburgh County Circuit Court system as a Counselor at an Adult Men’s Work Release Center. He has previously served as a firearms instructor for Parole Services. Markham will additionally provide personal oversight of the Evansville Parole District as well as the Southern Parole Region. Markham is a Viet Nam Era Vet and graduated from Indiana State University in 1977. He is actively involved in his community both personally and professionally.
Ms. Tricia May, formerly the Regional Director of the Southern Parole Region has accepted a position with the Putnamville Correctional Facility. With a strong institutional experienced background Trish becomes the Program Director for the Clean Lifestyles Is Freedom Forever (CLIFF). CLIFF is a nationally acclaimed program that earned the Agency the Offender Program of the Year Award (2008) from ACA. Please congratulate Ms. May as she tackles this challenging duty.
The above leaders in our Agency have gone above and beyond the call of duty to help make the Indiana Department of Correction a professional and nationally respected Agency. Please wish them well and provide them your support in their endeavors.
